Title page in red & black; pagination, headings and colophon in red. Type Lutetia, handset on French paper mold made. [Grabhorn bibliography, 410]. Regarding response to the 1821 proclamation from Mexico, which decreed that an oath of support for the new Mexican Regency of Iturbide, be taken by the California Missions. Though Martin apparently never visited California, he had enough information on the economics and agricultural industry of the missions to be considered one of its early boosters. Given the introduction by Wagner, it might be hard to cut him some contextual slack for the embarrassing, overtly racist comments regarding the California Indians. Written during the first year of Mexican rule in California and addressed to Carlos Maria de Bustamante, the secretary of the United Committee on Ecclesiastical Affairs and Colonization in Mexico, this otherwise little-known document extols California's economic potential, while criticizing the Franciscan missions and missionaries for impeding the region's development.
